If the retrofit assessment identifies an insulation need that is not currently being offered for funding does that mean that other funded measures cannot be installed until the insulation has been put in? For example we have a LAD application for PV panels but the loft is uninsulated. We are not able to offer loft insulation so does that mean they can’t have the PV panels?
